Duties: Responsible for implementing and coordinating activities and programs to effectively conduct business recruitment and development that generates new employment opportunities and expands the tax base of the City. Meet routinely with the City of Pasadena Mayor, appropriate boards and commissions, department directors and with economic development representatives at the local, state, and national level. Responsible for development and implementation of the economic development plan including attraction and retention of businesses partnering with local, state and other regional economic and development partners. Oversees management and admission of grants awarded for economic development as well as development property owned by various entities of the city. Prepares annual departmental budget to include budgets involving development lands and projects of the city. Oversees development, design, construction, maintenance and sale of land. Develops and executes programs to generate prospect leads, which result in the location of new businesses; facilitates the expansion of existing businesses. Develops and maintains prospect data, tracking database and periodic reports with the assistance of departmental staff. Coordinates with business prospects and their representatives to collect project data; screen and qualify prospects, conduct site tours, draft performance/incentive proposals, and conduct project follow-up communications and visits to prospects. Provides technical and professional advice and information on economic development issues, programs, services and plans. Conduct overnight travel as necessary to meet with business prospects, participate in marketing events and meetings in and outside the Texas area. Develops and maintains positive working relationships with vendors, customers, other agencies, economic development allies, Pasadena City Council, city staff, and appropriate boards and commissions. Select, supervise, train, and evaluate professional, technical, and clerical members of departmental staff. Actively participate in appropriate professional organizations to maintain awareness of leading edge or best practices in economic development programs. Develops and delivers presentations to City Council, prospective business owners and developers, outside agencies, existing businesses and professional business organizations. Prepares reports and information for city leadership regarding prospects and progress toward strategic goals. Ensure compliance with applicable city policies. Maintain confidentiality of business and industrial inquiries. Must have and maintain, without interruption, all necessary licenses, certifications, clearances, and/or job requirements. Works the assigned schedule and complies with City timekeeping and attendance policies.

Qualifications: Bachelor's Degree in Business, Finance, Economics, Public Administration or related field, and a minimum of 10 years economic development experience, at least two of which must be in a supervisory capacity, or equivalent combination of education and experience. Strong management skills, good interpersonal skills, and computer system experience including Microsoft Office products. Experience with property management, project management, public relations and partnership development. Valid State Driver's License and a good driving record. PREFERRED: Graduate of Economic Development Institute and/or certification as Certified Economic Developer
